Patrick Kelly first joined the firm of Steptoe & Johnson in 1988 and left the firm for a brief period to serve as General Counsel for Governor Cecil H. Underwood (1997-1999).  He currently serves as the Managing Member of the firm’s Charleston office.

Mr. Kelly’s practice includes health care law, business organizations and transactions and government relations.

AREAS OF CONCENTRATION

Certificate of Need
Mr. Kelly has represented clients before the Health Care Authority on a variety of Certificate of Need matters ranging from determinations of reviewability to applications for major projects, e.g., major renovations, health care acquisitions and open heart programs.

Business Organizations and Contracts
Mr. Kelly has represented clients in the structuring and development of business and non-profit organizations and in the preparation and negotiation of a wide variety of contracts.

Long Term Care
Mr. Kelly has provided legal advice and services to nursing homes, personal care homes and continuous care centers on a wide range of subjects including surveys, transfers and discharges and advance health care directives.

Governmental Affairs
Mr. Kelly has been a registered lobbyist and has represented various interests before the West Virginia Legislature and state administrative agencies. He also has extensive experience in drafting legislation.

PROFESSIONAL AND CIVIC ASSOCIATIONS

Mr. Kelly has been a featured speaker at numerous seminars and has served as a moderator to various forums. He served as co-chair of Governor Cecil Underwood’s Health Care Transition Team and is a trustee for the West Virginia Investment Management Board. Mr. Kelly is a Board Member for Leadership West Virginia, the Center for Rural Health Development and Appalachian Health Solutions Inc. He is also a member of the Inns of Court and a member of the Rotary Club. 

HONORS

Mr. Kelly was selected by his peers for inclusion in The Best Lawyers in America in the field of health care law and was selected in 2002 by West Virginia Executive magazine as a "Young Gun".

EDUCATION

Mr. Kelly received his legal education at West Virginia University College of Law where he won the Baker Cup Moot Court competition. He received his undergraduate degree from West Virginia University (B.S. Finance), where he was elected student body president.
