Vince Collins focuses his practice in the area of municipal bonds and corporate finance. Mr. Collins' experience includes extensive involvement in tax-exempt and taxable bond issues of all types, including municipal utilities, hospitals, schools, nursing homes, industrial development bonds, and complex project financing. Prior to law school, Mr. Collins was a professional pilot, working as a commuter airline captain, as a corporate aviation department chief pilot and as a flight instructor and charter pilot.
Mr. Collins has served as bond counsel, issuer's counsel and underwriter's counsel for the State of West Virginia, various state agencies, nearly every large municipality in West Virginia, and many smaller towns, counties, school boards, and public service districts. He has extensive experience in USDA-Rural Utilities Service (RUS), Water Development Authority (WDA), West Virginia State Revolving Loan Fund (SRF), and West Virginia Infrastructure Council (IFC) financing. Mr. Collins also served as bond counsel to the West Virginia Infrastructure and Jobs Development Council in connection with its $300,000,000 general obligation bonds, authorized by West Virginia voters in 1995.
