This week the Russian Federal Council, the upper house of the Russian Parliament, voted to liberalize exports of natural gas. This comes on the heels the Duma, or lower house, approving the bill last week. President Vladimir Putin’s signature is expected shortly, allowing the law to come into force in early 2014. The legislation authorizes Rosneft, the majority state owned oil company, Zarubezhneft, a state owned oil and gas company, and Novatek, an independent gas producer, the right to export liquefied natural gas (LNG).
