Bond Counsel / Infrastructure Finance

Steptoe & Johnson was the first law firm to establish a bond practice in West Virginia, and serves clients throughout the Mid-Atlantic and Southwest regions.  The firm’s Public Finance Team has a long, rich tradition of serving as bond counsel to municipalities, counties, building commissions, and public service districts for infrastructure projects, notably water and sewer projects.  Over the last five years, team lawyers have served as bond counsel on literally hundreds of water and sewer financings, totaling more than $1 billion.

Representative Experience

  • Served as placement agent counsel on issuance of tax increment financing bonds. Services included preparation of private placement memorandum and related documents.
  • Served as bond counsel for a tax increment financing private placement bond issue to finance public infrastructure costs associated with an 800 unit high-end residential and commercial community.
  • Served as underwriter’s counsel on the issuance of approximately $150 million of bonds for a major hospital expansion.
  • Served as underwriter’s counsel for the restructuring of approximately $330 million of existing and new debt for a major regional hospital chain.
  • Served as bond counsel for a major regional hospital in the issuance of bonds to finance a major addition, refinance prior bonds and fund pension liabilities.
