Keeleigh Scarlett Huffman

Biography

Keeleigh has been actively involved in appellate litigation related to federal environmental regulations in front of the U.S. Courts of Appeals for the District of Columbia. She also collaborated with other industry counsel in preparation for and oral argument on a petition for emergency stay of an Environmental Protection Agency final rule before the U.S. Supreme Court.

While much of her experience focuses on Clean Air Act issues before federal courts, Keeleigh also works on matters relating to water and wastewater discharges and PFAS compliance at the state and federal level.

Keeleigh’s determination and attention to detail allow her to advocate efficiently and advise confidently, to support positive outcomes for both the environment and the economy.

Representative Experience

  • Represented trade association clients in appellate litigation before the D.C. Circuit Court regarding legal and technical issues arising under federal regulations promulgated under the authority of the Clean Air Act
  • Collaborated with industry petitioners to seek an emergency stay from the U.S. Supreme Court regarding a federal regulation promulgated under the authority of the Clean Air Act. The Court heard oral argument on the emergency stay petition, marking only the third time in a century the Supreme Court has heard oral argument on an emergency stay and the first time on an environmental issue
  • Provided support through amicus briefing in front of the Sixth Circuit of an exceptional events determination made by the U.S. Environmental Protection Agency due to impacts of wildfire smoke on air quality monitoring data
  • Regularly review federal environmental regulations impacting power generation, industrial, and manufacturing sectors
