Elizabeth (Beth) has over 25 years of experience advising clients on a wide range of business and economic development projects with an emphasis in public finance and municipal bonds. Beth has advised nonprofit organizations, educational institutions, health care facilities, municipal authorities, and various state and local government entities, and has served as counsel to trustees, underwriters, and commercial banks, working closely with managers and administrators in both the public and private sectors.

She has handled complex multi-million-dollar transactions and finance projects. In addition to her public finance practice, Beth has experience in facilitating complex commercial transactions and private placements. Beth is adept at negotiating business documents, including trust indentures, loan agreements, letters of credit, escrow agreements, guarantees, resolutions, and drafting legal opinions, and is able to negotiate transactions from inception to completion.

Representative Experience

  • Served as bond counsel on a $205+ million financing transaction for a Pennsylvania infrastructure agency, managing swap reversals, new bond issuance, bond refunds, and partial defeasance components in a coordinated closing
  • Served as bond counsel to a state transportation authority in connection with a $482 million, highly structured, multi-series refunding transaction involving the coordinated refunding and defeasance of numerous outstanding bond issuances across multiple years
